On January 1, 2002 the ERCOT electricity market, which covers most of the state of Texas, became deregulated and open to retail competition. Senate Bill 7 (or SB 7 as it is commonly known) is the Texas legislation that made retail electricity competition legal in ERCOT. By enacting SB7 Texas’ legislators created the legal framework for retail competition with the expectation of greater efficiency in the marketplace and ultimately lower prices to consumers of electricity.
